Prepare the matcha:
Sift the matcha powder into a bowl. Add water and whisk with a bamboo whisk or milk frother until smooth and slightly frothy.
Make the latte:
Fill a glass with ice cubes as desired. Pour in the whisked matcha and top up with milk. 
Stir gently to combine the matcha and milk.
Whip the ube cream:
Combine the ube powder with the heavy cream in a bowl and whip until light and fluffy.
Serve:
Spoon the whipped ube cream on top of the matcha latte and serve immediately. 
You can stir lightly before drinking or enjoy it as a decorative layer.
